Mulch & tackifier rules
Paper/cellulose fiber mulch is allowed for hydroseeding under the base spec; polyacrylate (cationic) tackifiers are not accepted — approved tackifiers must be plant-derived / guar, or listed on the ODOT QPL.

Erosion & sediment control = Section 00280; seeding = Section 01030. Section 01040 is "Planting" (landscape plant material), NOT erosion control or seeding — do not cite 01040 for hydroseeding.
